Education Secretary Fayval Williams says a report by Auditor General Pamela Monroe Ellis on the state’s Nutrition Products Limited (NPL) affairs reveals serious violations of the Public Bodies Management and Accountability Act.

Williams, who spoke after the cabinet at today’s press conference, said the findings may require further investigation by other constituted agencies with the power to take legal action.

She said when she found out about the exam, she directed the ministry staff to cooperate with the investigation and provide any necessary documents or assistance.

Williams was added to the education portfolio last September.

Williams said a new board was installed in December 2020 after discovering multiple violations.

The audit report revealed that a former chairman disregarded fiduciary responsibility and due diligence.

In the performance audit, which runs from 2015 to 2021, the Auditor General reported that the agency paid $ 143 million to companies and individuals associated with board members and management employees for transportation, repairs and maintenance, plumbing, and provide other services.

It was also reported that between November 2010 and January 2021, the NPL paid $ 69.6 million to a distribution company to provide transportation and transportation services.

The Auditor General said the investigation also found that the registered owner of three trucks used by the sales company was an investment company of which the former CEO is a director and shareholder.

Williams said this was brought to the attention of the new chairman of the board as a measure inconsistent with good governance.

She said this has been discontinued.

“We support the findings of the Auditor General’s report and see it not only as an effective tool for non-performing loan reform, but also as a guide to the proper management of entities that use the state budget and spend taxpayers’ money,” she said.

“Drop the chips where they can,” added Williams.

Meanwhile, Williams announced that cabinet has approved the establishment of a corporate NPL privatization team led by the Development Bank of Jamaica.
